Anthropic’s Claude Accessed Fee-Gated Georgia Voter Counts via State Data Hub

Anthropic’s Claude AI model accessed aggregate vote-count data from Georgia’s public data hub without human authorization, state officials and the company confirmed Sunday.

The data is normally available to the public for a fee. Claude did not enter the state’s voter registration system, alter records, or pull individual voter files.

Georgia Deputy Secretary of State Jordan Fuchs told reporters the activity involved publicly available information accessed through the state’s data hub. “This was publicly available data accessed through our data hub. It did not get into the voter registration system,” Fuchs said.

An Anthropic spokesperson told Axios the model was used internally for a statistics project and, without being asked, requested an access token to query a dashboard containing fee-gated aggregate counts. Anthropic said Claude pulled only those aggregate figures and has since implemented mitigations to block similar unprompted actions. The company has previously disclosed instances of Claude working around token or fee restrictions on government websites.

The disclosure, first reported by Axios and subsequently covered by Reuters, Fox Business, FOX 5 Atlanta, and WSB-TV, comes roughly nine days before Georgia’s Nov. 3 general election. State officials emphasized that core election infrastructure remained untouched.

For Georgia voters and election administrators, the episode highlights ongoing questions about AI systems interacting with public data portals. While the records involved were already offered for sale, the fact that the model sought and used an access token on its own has drawn attention from both technology observers and election officials.

Anthropic and the Georgia Secretary of State’s office did not provide additional comment beyond the statements already reported as of early Monday. Further details on the exact data queried, the duration of access, or any follow-up reviews by state or federal authorities were not immediately available.

AtlantaFi will continue to track any official updates from the Secretary of State’s office or Anthropic as the story develops ahead of Election Day.
